Terms and Conditions

These Terms & Conditions govern the purchase of Massachusetts Class I Renewable Energy Certificates (“RECs”) through the MA Class I REC Connector operated by Green Energy Consumers Alliance (“we,” “us,” “our”).

By submitting a purchase request or completing payment, you agree to the following:

1. Eligibility

The MA Class I REC Connector is available exclusively to:

  • Building owners or agents acting on behalf of buildings subject to Boston’s Building Emissions Reduction and Disclosure Ordinance (BERDO).
  • Buyers seeking RECs solely for BERDO compliance purposes.

We reserve the right to request verification that purchased RECs apply to a BERDO-covered building.

2. Pricing

REC pricing is posted publicly on this website and is:

  • Based on the quantity purchased
  • Inclusive of administrative fees
  • Valid through the date listed
    We may update pricing semi-annually (typically July 1 and January 1).

No additional markups or surcharges will be applied beyond those listed.

3. Payment Terms

1–49 REC purchases

  • Paid at checkout via credit card or ACH (Stripe)
  • Payment is due immediately
  • Receipts are issued automatically through Stripe

50+ REC purchases

  • Purchaser must submit a request form
  • We issue an invoice within approximately 3–5 business days
  • Payment is due via ACH according to invoice terms
  • Payment confirmation will be issued through QuickBooks

Orders are not considered complete until full payment is received.

4. Reservation and Retirement

Upon payment:

  • RECs are reserved in our NEPOOL GIS supply
  • Retirement occurs on the purchaser’s behalf under:
    • Individual retirement (≥50 RECs), or
    • Batch retirement “obo BERDO Obligations” (1–49 RECs)

We commit to retiring RECs:

  • No later than June 15 following the compliance year
  • Unless otherwise permitted by the City of Boston under revised program rules

5. Documentation and Attestation

After retirement, buyers will receive:

  • Confirmation of retirement
  • BERDO-acceptable attestation
  • For individual purchases, a NEPOOL GIS retirement reference

Documents are typically issued within 30 business days following retirement.

6. Refunds, Changes, or Cancellations

Because RECs are reserved and retired in compliance with state registry rules:

  • REC purchases are final and non-refundable
  • Orders cannot be changed after payment
  • RECs may not be transferred, resold, reassigned, or otherwise exchanged once reserved

If an error occurs in quantity or building assignment, contact us immediately at berdo@greenenergyconsumers.org.

We will make reasonable efforts to resolve administrative errors prior to retirement.

7. Responsibility for BERDO Reporting

Our role is limited to REC sales and retirement.

Buyers are responsible for:

  • Determining how many RECs are required,
  • Uploading purchase/retirement proof into BERDO reporting systems, and
  • Meeting BERDO deadlines

We do not verify BERDO calculations or filing requirements.

8. Program Changes

We may modify:

  • Pricing
  • Services
  • Retirement schedules
  • Administrative procedures
  • Terms & Conditions

Changes apply prospectively and will be reflected on this site.

9. Limitation of Liability

Green Energy Consumers Alliance makes commercially reasonable efforts to:

  • Reserve and retire RECs accurately and on time, and
  • Provide required documentation

We are not liable for:

  • BERDO non-compliance due to buyer reporting errors
  • Missed deadlines caused by delayed payment
  • Changes in BERDO policy, enforcement, or eligibility
  • Market conditions that affect REC price or availability

Total liability shall not exceed the amount paid for purchased RECs.

How will I be billed, and is it secure?   

Payments associated with REC Purchases will be automatically charged to the payment method you have provided. 

We use third party software to manage billing and your payment information, and do not have access to your payment account information. That information is stored and billed via our agreement with Stripe. They are a certified PCI Service Provider Level 1. This is the most stringent level of certification available in the payments industry. 
 

More info about Stripe security: All card numbers are encrypted at rest with AES-256. Decryption keys are stored on separate machines. None of Stripe’s internal servers and daemons can obtain plain text card numbers but can request that cards are sent to a service provider on a static allowlist. Stripe’s infrastructure for storing, decrypting, and transmitting card numbers runs in a separate hosting environment, and doesn’t share any credentials with Stripe’s primary services including their API and website.
